The treasury benefits

Just a simple question on the UK Independence Party funding affair: Why should illegitimate donations go to the treasury rather than be returned to the doner?

I suspect that UKIP's modest means are the cause of these problems and are, perhaps, a symptom of being young rather than of being corrupt.
